Overview of the Educational Leadership Program

A Cohort Instructional Model

Beginning in September 2004, The City College of New York implemented a cohort instructional model in its Educational Leadership program. The cohort model is an engaging, collaborative learning process. It has several advantages.

1. All students in a cohort begin the program at the same time and move through the program as a group, taking two courses each semester. It is expected that the cohort will take one winter interim course and two courses during the summer session.

2. Only cohort members will be permitted to enroll in cohort classes in the program. Cohort membership will enhance students' opportunity for personal growth, professional development by giving them the chance to share experiences, and the development of essential leadership characteristics.

3. The cohort model creates a rich environment of peer learning and collaboration. Emphasis is placed on team-building and team work, both of which are important functions of schools, districts, and other learning organizations.

4. Cohort members form valuable professional relationships by creating a network of support that may be invaluable as they transition into their careers as educational leaders.

5. A faculty liaison will be assigned to every cohort. The liaison will guide the cohort through course work and field experiences and serve as the advisor to the students in the group. Opportunities will be available to work closely with schools as a cohort moves through the program.

6. Courses are problem-based and integrate the use of technology, case studies, situational exercises, and data analysis and utilization.

7. Activities are sequenced to coincide with the New York City public school calendar where appropriate.

8. Classes are held one day per week, either on campus or online.

9. Student advisement and assistance are provided.

Courses of Study

The Educational Leader program offers four programs from which students can choose to enroll. They are described below.

School Building Leader (SBL)

The School Building Leader Program leads to a Master's Degree and is designed to prepare candidates for New York State initial certification as School Building Leader (SBL) and for such positions as Elementary School Principal, Intermediate School Principal, High School Principal, Department Chair, mini-school Director, Project Coordinator, and Assistant Principal (all levels).

Leader Program

School District Leader (SDL)

The School District Leader Program (SDL) is an Advanced Certificate Program for professional personnel who seek advanced preparation beyond the Master's degree for the New York State School District Leaders Certificate. This program prepares candidates to assume leadership or staff roles in the central administrative organization of school districts or regions. The program permits specialization in a number of roles including but not limited to: Superintendent, Deputy Superintendent, Local Instructional Superintendent, Educational Administrators, Director of Curriculum and Instruction, Human Resource Manager, Director of Finance and Business Management, District Director of Special Programs and Projects, District Director of Special Education, Athletic Directors, and Regional Instructional Specialists.

District Leader Program

Entry Level Leader Certification Program (ELLC)

The Entry Level Leadership Certification Program (ELLC) is a 12 month, twenty-one (21) credit hour on-campus initial School Building Leadership certification only program. Targeted on entry-level leader positions (i.e. assistant principals, content coaches, department heads) in diverse, high need urban schools, ELLC emphasizes the role of instructional leader to address the need for "front-line" leaders in those schools.

The ELLC Program blends preparation with practice. The three-semester internship is integrated with the courses beginning the first semester. Beginning in the Fall Semester, the ELLC Program concentrates on preparing a cohort of candidates to assume the moral stewardship of equity and excellence while dealing daily with "on the ground" issues of educating diverse students in urban educational settings. ELLC program consists of the following courses:

ELLC Delivery

All courses in the programs integrate the use of technology as a tool, are problem-based, and utilize case studies and data based decision-making instructional strategies. The majority are hybrid courses that combine Blackboard and on-site delivery.
