Date of Founding: September 10, 2003 Constitution of the Persian Student Association of the City College of the City University of New York. ARTICLE I-Name The official name for this organization shall be "Persian Students Association at The City College of New York", hereafter referred to as "PSA". ARTICLE II- Purpose, Power and Scope PSA is a non-profit, non-political and non-religious student organization. The purpose of PSA shall be to promote the understanding of Persian culture, to foster friendship among different groups, and to serve the community at The City College of New York. We accept and understand that under the authority granted by the Board of Trustees, as specified in the Board of Higher Education By-Law Article 15.2,the day Student Government Legislative decisions shall take procedure over those of this and any other student club/organization. Section 1. Qualifications a. All members of the PSA must be students attending at the City College of New York b. No person shall be denied membership in this Organization because of race, color, sex, handicap, national origin, religious affiliation or belief. c. Active members shall be students with good standing at The City College of New York. d. All expulsions may be appealed by the expelled member to the day Student Government, but until the appeal is decided, the member shall not enjoy the rights nor privileges of membership. Section 2. Methods of becoming a member a. To become a member, a person must adhere to Article III Section1., and Official membership shall be granted after the submission of a completed application and payment of applicable dues to the PSA office. The number of persons who may be members shall not be limited. To be considered as an active member student has to attend at least 5 meetings per semester. b. Dues shall not be a maximum of $20 per semester. ARTICLE IV-Officers, Elections, Tenure and Faculty Advisor Section 1. Officers a. The officers of this organization shall be President, Vice-president, Treasurer, and Secretary. b. Only active members shall be eligible to attend all meetings organized by PSA. c. The president shall be the official representative of PSA, chair all meetings, call special meetings as needed, and be a member of the Council of the student club/organizations or his/her designee which should be submitted in writing to the Day Student Government. d. The Vice-president shall assist the president in his/her duties, be the chair person of the program committee, and chair the meetings in the absence of the president. e. The Treasurer shall collect all dues, and shall be responsible for filing the budget request with the day student government. He/She shall periodically give an account of the club/organization’s finances to the membership, and the Finance Committee of the day Student Government upon notice of request. f. The Secretary shall take minutes, and forward a copy of all approved minutes to the Day Student Government. g. The responsibilities of the officers are not limited to what mentioned above and they shall assist one another in order to achieve the missions of PSA. Section 2.Election, Tenure a. The election shall be held at the first week of April meeting in the Spring Semester. b. An active member can be nominated for the office by any member of PSA no later than the first day of April. Only active members shall vote in the election. Each active member shall cast one vote only. The absentees shall send their votes to PSA office no later than one day prior to the election meeting. The officers shall be elected by the majority of the total active members. c. Officers shall be removed from the office for failure to adhere to the requirements for membership as stated in Article III or their duties as stated above. Removal from the office shall be put to vote when one of the officers receives a petition with the signatures of 30% of active members. A majority vote of active members at a regularly scheduled meeting is required for the removal. d. Tenure: The Tenure shall be one (1) year. The new officers shall take office at the conclusion of a meeting to be held on a weekday of the last full week before Spring final examination Section 3. Faculty Advisor a. A Faculty Advisor shall be elected at the elections meeting of the Spring Semester. b.
The advisor shall help guide PSA
in accordance with the mission and ideas of PSA and The City College of New
York. ARTICLE V. Meetings and Quorum, Rules of order Section 1. Meetings Section 2.Quorum A quorum consisting of two officers plus 30% of active members is necessary for the transaction of any business. Section 3.Rules of Order a. Active members shall be students with good standing at The City College of New York. To be considered as an active member student has to attend at least 5 meetings per semester. Only active members are eligible to vote. b. All parliamentary questions not determined by the constitution or these By-Laws shall be decided according to Robert’s Rule of Order Revised. ARTICLE VI. Amendment Procedures All amendments to this constitution shall require at least two-thirds affirmative vote of the acting members (not less than 10 votes). Amendments shall be proposed at one regular meeting at least one week later, or through majority vote for a special meeting. They shall take effects only upon approved by the Day Student Senate. ARTICLE VII. Dissolution of PSA Section 1. a. In the event of dissolution of this club, all accrued funds and assets generated from student activity fees shall be returned to the Day Student Government. b. All funds and assets not generated from student activity fees shall be donated to the Encyclopedia Iranica.
