It is apparent from past efforts of college community members to summon assistance that a standardized approach is needed to assure an appropriate and rapid response of personnel and equipment to emergencies. To further this goal, the following is the current official CCNY emergency response protocol that should be observed when summoning help for any emergency. Your Public Safety Office is the initial contact point; and from there all other resources needed to attend to an emergency will be requested. This includes internal safety services as well as external municipal and specialized units.
I am requesting each office and department to print the following protocol and apprise its occupants of this information. Hard copies of this communication will also be delivered and summary sheets will be provided for posting in every office.
CCNY EMERGENCY FIRST RESPONSE PROTOCOL
PURPOSE
To provide a codified procedure, whereby members of the college community can make necessary and timely notifications to summon emergency assistance when coming into contact with or learning of someone who is injured or sick needing medical attention. Or, to facilitate an investigation, and/or the summoning of emergency response to fire, chemical spills or any other perceived emergency requiring the response of campus or municipal emergency services.
DEFINITIONS
AIDED CASE: Any occurrence coming to the attention of a college community
member which requires that the injured/sick person, receive medical aid or assistance.
This will include persons who are:
a. Sick or injured b. Mentally Incapacitated
c. Dead
d. Missing or Abducted
EMERGENCY: The need for the response of campus public safety personnel and/or campus and municipal emergency services personnel to investigate or attend to fire, chemical spills, suspicious vapors, criminal acts and safety hazards.
EMERGENCY MEDICAL PROTOCOL
When learning of an individual who has become ill or been injured on campus
grounds or discovering a condition requiring the response of emergency personnel,
the following steps will be taken to expeditiously secure assistance.
Perform a survey of the scene and make sure nothing in area can injure you and/or
prevent you from securing help. Do not move the injured party unless there is
danger of further injury if s/he were to remain stationery. Remain with the
injured person.
Ascertain pertinent information (location, type of injury, description
of the victim) and immediately contact and provide this information to the CCNY
Public Safety Department at emergency phone number (212) 650-7777. Identify
yourself and give the exact location first. If possible, stay with the victim
and have a responsible person nearby to make the notification to Public Safety.
Make sure you ask the person to report back to you and confirm that the campus
Police has received the notification.
Make a second call to 650-7777 in ten (10) minutes if campus Public Safety Officers have not arrived or sooner if the victim's condition worsens or unconsciousness occurs.
If the aided person is wearing a Medic Alert Emblem indicating diabetes, heart disease, etc., point this out to the dispatcher and bring it to the attention of the ambulance attendant. DO NOT REMOVE THE EMBLEM.
If the emergency is in the interior of a building, have someone wait outside to direct responding emergency services directly to the aided.
Request the response of the V.E.S and/or the Wellness and Counseling Center.
SECONDARY NOTIFICATIONS
Members of the CCNY Public Safety Department will conduct all further notifications.
THEY WILL:
Make initial and follow-up calls to campus Voluntary Emergency Services
(V.E.S.) staff if any are on duty.
Make initial and follow-up calls to New York City Emergency Medical Services
for ambulance and medical response.
Notify campus OSHA/Fire Safety Director (if appropriate).
Call campus Wellness and Counseling Center (if appropriate).
Notify the Office of Vice President of Student Affairs if the injury
involves a student.
A NOTIFICATION LIST OF OFFICES AND INDIVIDUALS WILL BE IN PLACE TO FACILITATE THE PASSING OF INFORMATION AND CONTINUITY OF ASSISTANCE TO AN INJURED PERSON:
Office of the Chief Operating Officer.
President's Office representative.
Vice President of Student Affairs' Office representative.
Campus Public Safety Director.
College Wellness and Counseling Center Director.
Campus OSHA/Fire Safety Director.
Physical Plant Services Director.
Student Government representatives.
Public Relations Director.
EMERGENCY RESPONSE PROTOCOL
When learning of an a condition requiring the response of emergency personnel and/or the summoning of emergency response to such emergencies as fires, chemical spills, floods, gas leaks, odors/suspicious vapors, criminal activity or any other perceived emergency requiring the response of campus or municipal emergency services, the following steps will be taken to expeditiously secure the appropriate assistance:
Ascertain pertinent information (location, type of emergency condition, presence of possible victims which may be hurt or trapped nearby to the condition) and immediately contact and provide this information to the CCNY Public Safety Department at emergency phone number (212) 650-7777. Identify yourself and give the exact location first, then the type of emergency, and the presence of possible victims which may be hurt or trapped nearby to the condition. Then await the arrival of Campus Public Safety officers staying a safe distance from the emergency condition if warranted.
If possible, have a responsible person nearby to help flag down responding emergency services personnel including Public Safety Officers as they respond.
Make a second call to 650-7777 in ten (10) minutes if Campus Public Safety Officers have not arrived or sooner if the emergency condition worsens or a threat to life and/or property arises as a result of the condition.
Public Safety personnel will assess the reported emergency and advise of the appropriate action to be taken, i.e., evacuate an area.
Unless specifically trained to handle an emergency of the type you may be reporting, please do not attempt to render assistance in handling the emergency unless ordered to do so by competent authority or emergency services personnel.
