Vice President for Finance

Felix Lam has over twenty years of public financial management experience and currently serves as the Chief Financial Officer of The City College of New York.  In this capacity he is responsible for financial planning, accounting, budgeting and fiscal operations of the College and its related entities, including the college's major philanthropy organization The City College 21st Century Foundation.

Before joining The City College, Mr. Lam was the Chief Financial Officer of the New York City Housing Authority, the nation's largest public housing authority with a budget of $2.9 billion and a five-year capital budget of $2.6 billion.  One of Mr. Lam's most significant achievements at NYCHA includes instituting agency fiscal discipline through the design of a budget process, which incorporated best practices, and successfully implementing an enterprise-wide financial system leveraging Oracle e-Business Suite.

Mr. Lam's commitment to financial planning and agency transparency has won him the recognition of numerous organizations, including the Government Finance Officers Association, which honored NYCHA with successive awards for excellence in financial reporting and budgeting.   

Prior to joining NYCHA, Mr. Lam served as the Chief Financial Officer of the New York City Police Department (NYPD). Mr. Lam was responsible administering a $3.4 billion operating budget and an $824 million 10-year capital construction budget. Mr. Lam also served as Chairman of the Police Pension Fund Board of Trustees, responsible for the effective operation of a pension fund with more than 70,000 members and $20 billion in assets.   

As the Deputy Chief of Staff to the Deputy Mayor for Economic Development and Finance, he advised the Deputy Mayor on financial issues associated with economic development and labor and was appointed to the Board of Directors of both the Economic Development Corporation and the Industrial Development Agency.   

Mr. Lam began his service to the City of New York in the Mayor's Office of Management and Budget, where he was responsible for the financial management oversight of the City's criminal justice and civil enforcement agencies.   

Felix Lam holds a Bachelor of Arts degree in Political Science from the State University of New York at Stony Brook. He holds a Master of Public Administration degree with a concentration in public finance from the Maxwell School of Citizenship and Public Affairs at Syracuse University and has post-graduate training from The Wharton School at the University of Pennsylvania in Pension Funds Management and Investment.
