Text of Statement by President William Clinton re the Situation in Northern Iraq
"Three days ago, despite clear warnings from the United States and the international community, Iraqi forces attacked and seized the Kurdish controlled city of Irbil in northern Iraq. The limited withdrawals announced by Iraq do not change the reality. Saddam Hussein's army today controls Irbil, and Iraqi units remain deployed for further attacks. These acts demand a strong response and they have received one. Earlier today I ordered American forces to strike Iraq"

Iraq: Next Phase of the Campaign
“The Bush Administration's foreign policy is now being driven by a set of principles described by President Bush in his 2002 State of the Union Address. Characterized by various observers as the "Bush Doctrine," the outlines of this policy are: (1) that the United States will combat terror wherever it exists using all means at its disposal, including force; (2) that bilateral relationships around the world will be increasingly defined in terms of those countries that support the war on terrorism and those that do not; and (3) that "rogue" nations and/or terrorist organizations cannot be permitted to acquire and/or threaten the United States with weapons of mass destruction”

Iraq: The Weapons Inspections Conundrum
“The emerging "Bush Doctrine," which commits the country to combating terrorist groups and countries that support terrorism, also incorporates the idea that "rogue" nations should not be allowed to develop weapons of mass destruction that could potentially threaten the United States and its allies. While President Bush's State of the Union address identified the "axis of evil" -- Iran, Iraq and North Korea -- as particularly troubling countries needing attention under this doctrine, it seems clear that Iraq with its unmonitored WMD programs is the prime target”

A number of official Iraqi government documents were acquired/seized/captured by Iraqi rebels during March 1991 uprisings against the government of Saddam Hussein. The documents were later taken to Washington where they were examined by "the U.S. Government, [as well as by] human rights organizations [such as] Human Rights Watch." Images of many of these documents are hosted on the website of Harvard's Iraq Research and Documentation Project
