The unique capabilities of IUSL include the scientific leadership of its researchers, its state-of-the-art research instrumentation and facilities, and its track record of exemplary accomplishments in the photonic science and technology arena. The institute boasts of a critical mass of eminent experimentalists and theoreticians among its affiliated faculty members that include two Distinguished Professors of CUNY: Prof. Robert Alfano and Prof. Joe Birman. The research staff includes members from various disciplines including Physics, Laser Optics, Biology, Chemistry, Chemical Engineering, Electrical Engineering, and Medicine. Over the years IUSL has hosted short and long-term visiting scientists and students from China, Greece, France, India, Italy, Lithuania, Poland, The Netherlands, and Russia.

The core facilities of the IUSL are located in the Marshak Science Building of CCNY. The IUSL has ten laboratories that cover a total floor space of ~10,000 square feet. These laboratories are equipped with state-of-the-art continuous wave lasers to pulsed femtosecond lasers covering the near-ultraviolet to the near-infrared spectral range, ultrafast detectors, time-resolved and steady-state imaging cameras, two Czochralski laser crystal growth stations and crystal fabrication facilities, spectrophotometers and fluorometers, near-field scanning optical microscope (NSOM), atomic force microscope (AFM) and confocal microscope for the study of nanoscale materials and composites, a variety of fast electronic diagnostic equipment, optical components and systems, as well as computers for system automation, signal acquisition, data analysis, modeling, and computation.
