Dear Department Chairs:

Please distribute this notice concerning Fellowship Leave Awards (“sabbaticals”) to all full-time faculty members in your department, including professors, lecturers, and college laboratory technicians (but not including substitutes).

2019-2020 FELLOWSHIP LEAVE AWARDS

The City College of New York invites applications for Fellowship Leave Awards (also known as sabbaticals) commencing in Fall 2019 or Spring 2020.

The Fellowship Leave Award application is attached and available on the Human Resources website.

Applications for Fellowship Leaves commencing in Fall 2019 or Spring 2020 must be received by the Office of Human Resources by January 31, 2019. While this is the final deadline, staff are encouraged to apply earlier as the approval process has multiple steps.

ELIGIBILITY FOR FACULTY LEAVE AWARDS

The following members of the Instructional Staff are eligible for a Fellowship Leave Award:

Professors (all ranks) and College Laboratory Technicians with tenure and at least six years of continuous paid full-time service since the last sabbatical (or all together if no Fellowship Leave has previously been taken); and

Lecturers with a Certificate of Continuous Employment (CCE) who also have at least six years of continuous paid full-time service since the last Fellowship Leave (or all together if no Fellowship Leave has previously been taken).

By accepting a Fellowship Leave Award, you are obligated to serve at The City University of New York for at least one year following the expiration of the leave.

All candidates must submit a Fellowship Leave Report with a summary of their relevant activities during the leave. This must be completed within 30 days of your return to the College. The Fellowship Leave / Scholarly Incentive Report form is available on the Academic Affairs web site. After obtaining approval of the department chairperson and respective dean, please submit the Fellowship Leave Report to both the Provost’s Office and the Office of Human Resources.

TYPES OF FELLOWSHIP LEAVE AWARDS

There are three types of Fellowship Leaves:

Full year leave at 80% salary;
Half year leave at 80% salary; or
One Semester leave at 100% pay (one such leave, awarded competitively each academic year)

Fellowship Leave Awards of One Semester or Full Academic Year at 80% of the Annual Salary Rate

Upon receipt of applications, Human Resources will determine each applicant’s eligibility, in accordance with Article 25.3 of the PSC/CUNY collective bargaining agreement.  Upon determination of eligibility, Human Resources will forward the applications to the Department Chairperson for review by the Department Executive Committee.  If recommended, each application is then reviewed by the Divisional/School Personnel and Budget Committee (P&B).  If recommended by the P&B, each application is then reviewed by the College-wide Review Committee, and if recommended, subject to final approval of the President.

Faculty may not combine a one-semester fellowship at 80% salary with one at full pay for the following semester.

Should an applicant for a full-year Fellowship Leave Award at 80% pay wish to take the leave in non-consecutive semesters, they will elaborate in their application as to why the leave must be separated.

If the leave is to be taken at another institution, please provide a supporting letter from that institution.

Fellowship Leave Awards of One Semester at Full Pay

The City College of New York intends to award one Fellowship Leave for one semester at full pay during the 2019-2020 academic year. The leave may be taken in either Fall 2019 or Spring 2020. 

The College awards this single one-semester sabbatical at full pay on a competitive basis.

The request should be for academic (scholarly, pedagogical, or creative) work that will:

  1. enhance the individual as a scholar, teacher, or performing or visual artist;
  2. bring prestige and benefit to the College through the faculty member’s subsequent service; and
  3. provide substantial improvement to pedagogy and curriculum.

There should also be a strong likelihood that the project would not be possible without the leave.

Applications for the one-semester Fellowship Leave at full pay must be accompanied by a current curriculum vitae and a research statement of no more than three pages. The research statement must explain the relationship between the project and the applicant’s background and future professional activities as well as the intellectual significance of the proposed work and the contribution it will make to the candidate’s academic field in one or more of the categories outlined above.

If the leave is to be taken at another institution, please provide a supporting letter from that institution.

If a member of the instructional staff who is applying for a competitive one-semester leave at full pay, wishes also to be considered for a leave at 80% of the annual salary rate if not awarded a one-semester leave at full pay, he/she must file two separate fellowship leave award applications.

The application and accompanying materials must be received by the Human Resources Office no later than January 31, 2019

Following confirmation of eligibility by Human Resources, the applications will be reviewed by the Department Executive Committee; if recommended, then by the Divisional/School P&B; if recommended, then simultaneously by the College-wide Review Committee and by the Faculty Committee on Personnel Matters; and finally by the President.

Please note that all Fellowship Leaves Awards recommended by the College remain subject to review by the University and final approval by the CUNY Board of Trustees.

CHANGES TO AN APPROVED FACULTY LEAVE AWARD

Changes to Dates of an Approved Fellowship Award

The instructional staff member should notify the Office of Human Resources immediately if he or she decides not to use a Fellowship Leave Award for the dates for which it was approved. A new application must be submitted for the new dates requested following the same process outlined above.

Early Termination of a Full-Year Fellowship Leave:

The instructional staff member may terminate a full-year fellowship leave after one semester upon written notice to the President. Such notice is required by March 30, 2019 to cancel the leave for the subsequent fall 2019 semester, and by October 30, 2019 to cancel the leave for the subsequent 2020 spring semester and. This termination relieves the University of any obligation to further claims for the second half of the leave. The staff member will be eligible for another fellowship leave after six years of service following the termination of the leave.
