Fall Transfer Period (October 15, 2025 - November 30, 2025)
During this period, employees can:
- Transfer to another health plan
- Add or drop an optional rider
- Add or drop dependents
- Change health premium contribution tax status
- Elect the Health Benefits Buy-Out Waiver Program
Any changes made during the Fall Transfer Period will become effective on the first day of the first full payroll period in January 2025.

Flexible Spending Accounts (FSA) Program
The Plan Year 2025 Open Enrollment Period was September 23, 2024 - November 8, 2024, effective January 1, 2025. The HCFSA annual contribution amount increased from $3,200 to $3,300 for Plan Year 2025.
The Flexible Spending Program allows City employees to deposit a portion of their pre-tax income into accounts maintained for certain health and dependent care expenses not covered by insurance. Employees covered by a non-City group health plan can enroll in the MSC Buy-Out Waiver Program and waive City health benefits to receive an incentive payment, up to $1,000 per year.
