Individuals who require access to CCNY-affiliated platforms and systems, such as CUNYFirst and EAB, for their job responsibilities—and who are not employed as CCNY tax-levy staff—must be registered in CUNYFirst. This requirement applies to employees of affiliated entities, including the Research Foundation, the 21st Century Foundation, and other associated organizations, as well as work-study students who need access to these systems.
The Electronic Affiliate Form (eAPF) is the official platform used by The City College of New York (CCNY) to manage and track Affiliate appointments. This includes visiting scholars, contractors, volunteers, research collaborators, vendors, and other individuals who require temporary access to CCNY systems, facilities, or resources but are not paid employees of the College.
The eAPF replaces the paper-based Affiliate forms, allowing departments to submit, review, and track affiliate requests entirely online. Through automated routing and digital approvals, the eAPF ensures faster processing, greater accuracy, and a more secure, transparent workflow between departments, Human Resources, and the Office of Information Technology (OIT).

- Hiring Managers to submit appointment, reappointment, and separation requests for CCNY Affiliates employees.
What You Can Do in the eAPF
- Create a New Affiliate Appointment: Initiate a new appointment for an affiliate by entering appointment details, attaching required Justification, and submitting the form for HR review and approval. Submission is automatically routed to Human Resources for review and approval before for CCNY email and account setup. Access for up to one year by updating the start and end dates.
- Reappoint an Existing Affiliate: Renew or extend an affiliate’s appointment for an additional period of up to one year by updating the start and end dates in the system.
- Terminate an Affiliate Appointment: End an affiliate’s appointment early or confirm the completion of their term. Once the end date passes, access to CCNY systems is automatically deactivated. Departments must use the termination option if ending an appointment before its scheduled expiration date.
How the Process Works
- Log In: Go to the eAPF Portal and sign in with your CCNY username and password.
- Navigate the Dashboard - The dashboard allows users to:
- Create or manage affiliate records
- Review pending, approved, or returned cases
- Track each action’s status in real time
- Submit a New Appointment: Complete the online form with the affiliate’s information and attach all required documents.
- Note: Hiring managers do not have access to PII (e.g., SSN, DOB). The system sends the affiliate a secure link to provide this information directly to HR.
- HRIS data entry and Payroll Processing: The request routes to the HR Approver for review.
- Affiliate Onboarding and Account Creation: Once HR approves the appointment; the system automatically emails the affiliate with instructions to complete onboarding and submit personal information through a secure portal.
Affiliate Notifications
- Onboarding Email: Sent automatically upon HR approval. Includes instructions for completing the affiliate form and uploading required identification.
- Account Activation Email: Once OIT creates the affiliate’s CCNY email, both the Hiring Manager Affiliate receive a notification containing the affiliate’s EMPL ID and CCNY email address.
- Affiliate Communication: Human Resources also contacts the affiliate directly via their personal email, providing detailed instructions for activating their new CCNY account.
